46 ஆண்டுகால திமுக கோரிக்கையை நிறைவேற்றிய மத்திய அரசு... கருணாநிதி பெருமிதம்

சென்னை: 1970களில் இருந்து திமுக வலியுறுத்தி வந்த நரிக்குறவர்களை பழங்குடியினர் பட்டியலில் சேர்க்க வேண்டும் என்ற கோரிக்கையை மத்திய அரசு நிறைவேற்றியுள்ளது மகிழ்ச்சியைத் தருகிறது என அக்கட்சித் தலைவர் கருணாநிதி தெரிவித்துள்ளார்.

இது தொடர்பாக கருணாநிதி இன்று வெளியிட்ட அறிக்கை:

தமிழ்நாட்டில் உள்ள நரிக்குறவர், குருவிக்காரர், மலையாளிக் கவுண்டர் ஆகிய வகுப்பினரை, பழங்குடியினர் பட்டியலில் (எஸ்.டி.) சேர்க்க வகை செய்யும் சட்டத் திருத்த மசோதாவுக்கு மத்திய அமைச்சரவை ஒப்புதல் அளித்திருப்பதாக வந்துள்ள செய்தி வரவேற்கத்தக்க ஒன்றாகும். நரிக்குறவர்களை பழங்குடியினர் பட்டியலில் சேர்க்க வேண்டும் என்பது திராவிட முன்னேற்றக் கழகத்தின் நீண்ட காலக் கோரிக்கையாகும்.

நரிக்குறவர் நல வாரியம்

தமிழகத்தில் தி.மு. கழக ஆட்சி முன்னர் நடைபெற்ற போது நரிக்குறவர்களின் முன்னேற்றத்தில் மிகுந்த கவனம் செலுத்தி, திருச்சி மாவட்டம் - தேவராய நேரியில் நரிக் குறவர்கள் வசிப்பதற்காக 1970ஆம் ஆண்டில் தனியாக குடியிருப்புகளே கட்டிக் கொடுக்கப்பட்டன. 2008-2009ஆம் ஆண்டில் தி.மு. கழக அரசால் நரிக்குறவர் நல வாரியம் அமைக்கப்பட்டு பல்வேறு விதமான நிதி உதவிகள் செய்யப்பட்டன.

2013-ல் மத்திய அமைச்சருக்கு கடிதம்

இன்னும் சொல்லப் போனால் 11-8-2013 அன்று மத்திய அமைச்சராக இருந்த மாண்புமிகு வி. கிஷோர் சந்திர டியோ அவர்களுக்கு நரிக் குறவர்களை பழங்குடியினர் பட்டியலில் சேர்க்க வேண்டுமென்று நானே நேரடியாகக் கடிதம் எழுதினேன்.

ஒடுக்கப்பட்டு, தனிமைப்படுத்தப்பட்ட நரிக்குறவர்களின் நலன்களுக்காக பல ஆண்டுகளாக செயல்பட்டு வருவதும் திராவிட முன்னேற்றக் கழகம் தான்.

ராஜ்யசபாவில் திமுக குரல்

மாநிலங்களவையில் நரிக்குறவர்களை பழங்குடியினர் பட்டியலில் சேர்க்க வேண்டுமென்பதற்காக, கழக உறுப்பினர் திருச்சி சிவா 2-12-2015 அன்று மாநிலங்களவையில் பேசும்போது, " The Narikoravan or Kuruivikaran tribe is a backward tribe in Tamil Nadu that mainly depends on hunting and gathering in forests for their livelihood. The ban on hunting has severely affected them. During the British Raj, the Narikuravas were placed under the Criminal Tribes Act, 1871 through which the British sought to control and enslave the nomadic forest tribes in India. Although the Act was repealed after Independence, the social stigma attached to this tribal group continues till date. The High Level Advisory Committee headed by B.N. Lokur in 1965 had recommended the inclusion of this tribe in the Scheduled Tribes list of Madras. They possess all the characteristics of Scheduled Tribes as stated in the guidelines by the National Commission for Scheduled Tribes.

Their Counterparts in Andhra Pradesh (Kuruvikaran), Karnataka (Hakkipikki), Chattisgarh (Pardhi), etc., have been included in the Scheduled Tribes List." என்று விளக்கமாகப் பேசியிருக்கிறார்.

மத்திய அமைச்சரின் விளக்க கடிதம்

இதற்கு16-12-2015 அன்று மத்திய அமைச்சர் ஜ்வல் ஓரம் அவர்கள் எழுதிய விளக்கக் கடிதத்தில்,

"Please refer to the Special Mention raised by you in Rajya Sabha on 2-12-2015 regarding Demand for Legislation for inclusion of Narikoravan Tribe of Tamil Nadu in Scheduled Tribes Category. The Bill "The Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2013 for inclusion of "Narikoravan grouped with Kurivikkaran" community at Sl. No. 37 in the list of Scheduled Tribes of Tamil Naduhad been introduced in Lok Sabha on 17-12-2013. Due to dissolution of Fifteenth Lok Sabha, the Constituion (Scheduled Tribes) Order (Second Amendment Bill) Bill, 2013 has lapsed. I would like to inform that the Government is considering revision of procedure and criteria for scheduling of communities as Scheduled Tribes. The matter is still under consideration with the Union Cabinet. Therefore, after approval of the new criteria and procedure for inclusion of communities as Scheduled Tribes under Article 342 of the Constitution the proposal will be processed" என்று எழுதியிருந்தார்.

1970களில் இருந்து....

இவ்வாறு நரிக் குறவர்களின் முன்னேற்றத்திற்காகவும், அவர்கள் பழங்குடியினர் பட்டியலில் இடம் பெற்று, அதன் மூலம் பல்வேறு சலுகைகளையும் பெற்று மேம்பாடு அடைய வேண்டும் என்பதற்காகவும் 1970ஆம் ஆண்டிலிருந்து குரல் கொடுத்து வந்த திராவிட முன்னேற்றக் கழகத்தின் விருப்பத்தை நிறைவேற்றும் வகையில் மத்திய அமைச்சரவை தற்போது எடுத்துள்ள முடிவு மகிழ்ச்சியைத் தருகின்றது.

இந்த முடிவினை நடைமுறைக்குக் கொண்டு வரும் வகையில், அரசியலமைப்புச் சட்டத்தில் தேவையான திருத்தங்களை விரைவில் கொண்டு வர வேண்டுமென்று திராவிட முன்னேற்றக் கழகத்தின் சார்பில் கேட்டுக் கொள்கிறேன்.
